The Defias gang in Northshire wears burlap masks, but the Defias in Elwynn wears linen which I can use to make fine linen goods.

Bring me red linen bandanas and I'll use them to fashion something for you.

Walkthrough:

As she says, head southwest and kill all the Defias around. You need to get 6 bandanas, then return them to her for your reward. The shirt is pretty nice looking, it's a blood red color that goes under your chest armor.
