Walkthrough:

You'll want to head around the building towards the graveyard, but keep on going until you find a bunch of Kobold. If you look at your map, you'll want to head towards the mountains and there should be an entrance to Echo Ridge Mine.

Once you're in the mine, kill 12 Kobold Workers and 8 Kobold Laborers in order to complete the quest. A counter will appear on your screen each time you kill one.
